The Star Quality version of Fried Dough Congee is one of four possible rewards given by Subira after completing the 
Extravagant Expectations quest and can be placed as decoration. It is not obtainable via cooking or buying. The regular version of this item can be obtained randomly during a certain dialogue exchange with Subira.
