Description

The Order is a Palian government organization responsible for investigating Flow usage, monitoring Flow trades, and upholding laws to stop Majiri from using Flow. Order members such as Watchers are responsible for hunting and arresting those who break this law, including those who traffic Flow items to Majiri, such as the Grimalkin Cartel. The Order is also investigating the Human re-emergence.

The Order's official name is The United Order of the Palian Republic. Their headquarters are located in Makuu City, also known as The Capital, the most diverse and largest populated area in the Palian Republic.

History

The Order was founded over four hundred years ago by the First Council as a result of the Palian Unification Wars. To prevent further war from breaking out, the Unification treaty was written to outlaw all Flow use. These laws included both Grimalkin and Majiri. However when the Great Council tried to enforce these laws on the Grimalkin Cartels, the latter retaliated with the Cartel Trade Wars, a series of political campaigns, court battles, and assassinations, that destabilized the Palian economy. The wars ended with the landmark case Sunsnatcher v. the First Council, leading to an appending of Unification Treaty to specify the laws applied only to Majiri. This mean that Galdur were allowed to remain in touch with their culture and Grimalkin cartels were allowed to operate and practice non-violent forms of magic, such as teleportation and illusion spells. They are not allowed to traffic Flow items to Majiri, however. Because of these laws, the Order allows Humans to use flow as well, as long as they do not trigger the "Mass Destruction" clause worked into the Treaty.

The Order has a lot of authority; it answers only to the Inner Circle and Grand Council, along with its appointed Grand Luminary. However, it is rumored that the Grimalkin cartel is as powerful as the Order.

Operations

The Order employs many specialists to help govern the use of flow. Watchers and Defenders, work out in the field, whereas Alchemists work at the base to provide other members with supplies. As part of the Palian government, they are funded by Palian taxpayers and have records of old trade routes once used by merchants in Palia. Additionally, their operation often relies on informants to provide intel and find evidence of flow activities, as the appearance of Order members can often give away their investigations. Informants are often given gold as rewards for their help.

Members of the Order are the only Majiri allowed to use Flow. The Order sources their raw Flowstones from the independent kingdom of Umbraa so that they may inscribe runes on them for specific purposes. This is how Watchers and other members of the Order cast their "magic". They also breed their own Sernuks, a variant of the Proudhorned Sernuk, to pull their carriages.

Since many of the members are often traveling and spread out around the country, the Order designs and provides shelf-stable and nutritionally dense rations for all members out in the field. However, the taste often leaves a lot to be desired. Some members would rather throw out certain meal packages than eat them. As a result, members are also used to sourcing their own materials and cooking portable, efficient food such as congee. It is said among members that the topping of one's congee reveals a lot about their personality.

Recruitment

Every year, the Grand Luminary does a tour of the provinces and calls for new recruits. Initiates are usually children, recruited as young as six or seven years old. Many are orphans, looking for a new life under the Order. Others are volunteered by their parents.

Despite being recruited at a young age, members must give up all familial and romantic ties when they join the Order, in order to prevent corruption caused by emotional biases.

At some point, members of the Order have a Path Declaration Ceremony like other Majiri. Upon passing a final test and graduating from Deputy Mages into the specialization of Watcher, Defender, or Alchemist, they declare their intent. The Grand Luminary gives a short speech to commemorate, but there is no celebration or feast as it is considered a waste of taxpayers' money.

The Order: A History

After centuries of war, the kings and queens of Palia's feudal monarchies united to form the First Council. The First Council divided Palia into thirteen states, each ruled by its own king, queen, or elected Councilor. It was during the early formation of the Republic that the First Council outlawed the use of magic, with the exception of usage by the Order itself and the independent state of Umbraa. The United Order of the Palian Republic was formed to govern the use of magic and prevent further war from breaking out. The Order answers only to the Inner Circle and Grand Council, along with its appointed Grand Luminary.
