The Star Chart is an Abundant Quest Item. Fishing it up starts the quest Sea of Stars.

How to Obtain

The Star Chart can be found while fishing in the Temple of the Waves without bait or using a worm.

Note: Multiple copies of the chart can be fished up while the quest is active, and currently cannot be destroyed. However, they take up no space in housing storage.
