All In Order is a Friendship Quest given by Subira upon reaching Friendship Level 4: Capable Partner.

Description

Subira is determined to move forward on her investigation into the Grimalkin cartel. Time to head back to the lighthouse to see if you can find any new leads.


Objective

Part 1

  • Return to the lighthouse basement to search for additional clues.

Part 2

The lighthouse basement is locked! Find the key by following the hint given in the note by the door. Maybe Subira or the villagers in Bahari Bay can lead you to the right location?

  • Find the "thinking spot" described in the note by the lighthouse basement door.

Part 3

The lighthouse basement is locked! Find the key by following the hint given in the note by the outhouse. Maybe Subira or villagers knowledgeable about "vampires" can help?

  • Find the place described on the note at the outhouse, where one can be bit by a "vampire".

Part 4

The lighthouse basement is locked! Find the key by following the hint given in the note by the Flooded Fortress. Maybe Subira can point you in the right direction?

  • Find the "lunch spot by the flowery waterfall" indicated in the note at the Flooded Fortress

Part 5

You've finally found the key to the lighthouse basement! Now's your chance to investigate it for any incriminating evidence against the Grimalkin cartel.

  • Enter the locked lighthouse basement.

Part 6

You've regained access to the lighthouse basement... but at what cost?

Part 7

After encountering an unexpected face in the lighthouse basement, it's time to report your findings back to Subira.

Walkthrough

  1. Return to The Old Lighthouse to search for additional clues. You will find a note by the lighthouse basement door.
  2. Travel to the thinking spot mentioned in the note.
  3. Find another note where one can be bit by a "vampire".
    • Location Answer: in the Flooded Fortress, on the white rocks, not far east from the north waterfall.
    • Optional: Speak to Subira for a hint on the next location.
  4. The final location, the "lunch spot by the flowery waterfall," will contain the key.
  5. Return to The Old Lighthouse, and enter the basement once more.
  6. Speak to Kenli, and receive the Suspicious Package Suspicious Package.
  7. Return to Subira with the package.

It's good to see you as always, (Player). I hope I am not intruding.
Player
We're friends, aren't we?
Subira
"Friends"? ...I suppose that is what we are.

Player
I was hoping you'd stop by!
Subira
...You were? That makes me glad, somehow.

Player
I was in the middle of something.
Subira
I am sorry. I should have warned you ahead of time.

Player
Please, make yourself comfortable.
Subira
You are too kind. Thank you.
I wanted to apologize for departing so suddenly last time, after you returned with that letter from the lighthouse.
That day has been weighing on my mind for quite a while, and I think I'm finally ready to tell you about it.
That letter... There was a seal on it. The Order's seal, to be exact.
Player
Are you sure?
Subira
Positive. It was unmistakably the Order's. Our seals use a special ink produced only for our use.
Player
The Order is in cahoots with the Grimalkin cartel?

Player
Maybe the letter was planted there?
Subira
...That is not outside the realm of possibility.
But perhaps this is simply another one of the Order's tests.
The first one they gave me was when I was a child.
They sent me on a mission in the depths of the wilderness, with nothing but a Flow-powered flare at my disposal.
In the case of an emergency, I could fire it into the air and help would arrive.
Of course, I was a stubborn youth who believed I could complete the mission without sounding a distress call... and so I relied only on my own instincts.
There were many times I did not think I was going to make it out alive, yet I persevered through all the trials I faced.
...Before I knew it, I had hit my limit and took what I believed was my last breath. Even then, I did not call for help.
Player
Why didn't you?
Subira
Because I would have much rather died trying to complete my mission, than live and deal with my failure.
I lived anyway and when I awoke, the Order congratulated me for passing their test.
Player
What exactly WAS their test?
Subira
I... am not at liberty to disclose.
It was undoubtedly the most difficult situation I ever had to overcome, but in doing so, I was able to join the Order as I had always hoped and dreamed of.

Player
What a horrifying experience...
Subira
It was necessary for my development. That is what I believed at the time and still do.

Player
They wanted you to be willing to die for them.
Subira

Subira
...You? I would never wish that experience upon you, ever.
As a child, I had hopes and dreams. I thought joining the Order would help me achieve them.

Ahem. Back to the matter at hand... the issue of the seal on the letter.
I would like you to return to the lighthouse to see if we can recover any additional clues there. Perhaps in that room in the basement.
I would go with you, but... I have something important I need to handle in the meantime.

Is it now? That must mean someone must have used it recently, and that there is something in there that is not meant for our eyes.
I hope that does not mean they are onto us.

This handwriting... It is quite difficult to make out. I assume that it reads "I left the key at my favorite thinking spot!"
Hm... I doubt the key is very far from the lighthouse, which means the location in question is undoubtedly within the lighthouse vicinity in Bahari Bay.
Where do people experience the most profound thoughts? Perhaps by the shore, at the top of the mountain, in the bath...

...There are a few quiet campsites in the area as well. The one near the statue garden comes to mind.

This is kinda gross, but I've seen people spend hours in the outhouses out here too... I guess they're lost in their own thoughts when they're in there.

It turns out that the outhouse isn't the best place to hide the key... I almost dropped it into that dark hole!

Perhaps the key is someplace in Bahari Bay where one can be bit by a vampiric creature. Likely one with sharp appendages of some sort...

There is one delightful little creature that comes to mind, and that is the vampire crab.
You can find those adorable critters at the flooded fortress in Bahari Bay. I try to visit there from time to time when I need a design inspiration.

I can think of a few waterfalls in the area. There are a few north of Kilima Village. Perhaps you can try searching there.

...If my hunch is correct that he was deceived or manipulated into aiding with these illegal transactions, then no. I will not arrest him.

He's obviously being blackmailed.
Subira
Either that, or he was simply deceived into aiding with these illegal transactions.

Don't know, don't really care.

...Well, I can't fault you for feeling that way. I strongly believe he is being manipulated into aiding these illegal transactions.
While you were intercepting this dropoff, I was conducting an investigation of my own... and made a disturbing connection.
I believe that the Order is supplying the Grimalkin cartel with flow stones in exchange for more advanced weapons and magic... items only we, the Order, have clearance for.
I know this because it happens that the timing of these packages we've been intercepting here align with trades the Order has been completing with Umbraa.

The state of Umbraa is an independent trading partner with the Palian Republic. It is also the leading manufacturer of advanced Flow technology.
The Order has maintained positive relations with Umbraa for many years now.
Who would have thought one of our own was making illicit deals with the Grimalkin cartel on the side...

I am fine. Just... disappointed, is all. I have never doubted my peers, much less my superiors. But now...

Perhaps it is naive of me, but I have never doubted my peers, much less my superiors. But now...
Ahem. It is best that we leave it at that for now. I fear the repurcussions [sic] any careless words or actions will have on both you and me.
...Shall we open the contents of this parcel together?
Player
Won't you get in trouble?
Subira
The Order has given me full authority over this investigation.
There is no one I would trust more than you to look this over with.

(Subira carefully opens the package.)
...A set of Palcat toys. They are heavier than they look. I doubt they are as they appear.
To summarize what we have learned up until this point... The cartel's supplier is in fact the Order, and they somehow roped Kenli into making deliveries for them at the lighthouse.
Meanwhile, Zeki is being manipulated by the cartel on the side. At some point, he received a package containing a nightlight from an unknown source.
That nightlight made it into the Order's sights, and so they sent me out to retrieve it.
My hunch is that it is a weapon of some sort, perhaps something to use against the Grimalkin cartel... perhaps to pierce through one of their strongest weapons -- their illusions.
A perfect weapon to leverage against the cartel, should the need arise.
If the cartel were to become aware that such a technology exists, and that both Zeki and the Order are interested in it, that could spell trouble...
*sigh* Never would I have imagined things would end up like this. So many questions still let unanswered...
As unsettling as the results of this investigation are, the findings have been enlightening to say the very least.
I never would have gotten this far without you. I'm used to working alone, but you have made a better partner than I could have anticipated, (Player).
The Order- no, I- appreciate your help. Thank you for everything.

Post-Quest

Letter from Subira

Dear (Player),
I hope you have been well.

I examined the Palcat toys and discovered that they were concealing Flow stones. This confirms my suspicions that the Order is supplying the cartel with them, disguised as toys and other innocuous objects.

If I may be honest, I have been restless these past few nights... But with all of these doubts swimming in my mind, the one person I feel like I can trust is you.

Would you be willing to hold onto the nightlight for me? It is safer with you than anyone else.

I'll be in touch with any further developments. Should you run into any trouble whatsoever, you know who to call.
