The recipe can be obtained by reaching Friendship level 3 with  Hekla and gaining access to Hekla's Tent during the Potato Shrine quest. It can be found inside of the tent.

The recipe can also be obtained during the Friendship level 4 quest Cheer Up for  Jina. It is given to you by Hekla.
